Three arrested over heating outages south of Moscow

Authorities have arrested the heads of a heating plant and a factory owned by the Klimovsk Specialised Cartridge Plant, a private ammunition factory, in connection with heating outages south of Moscow. The breakdown was blamed on failures at the boiler plant, and the officials are suspected of providing unsafe services. Efforts are being made to resolve the situation and restaffing the boiler plant, which may be taken over by local authorities or nationalized by Rostec.
